It appears Apple wants you to use iCloud because it’ll be far less simple if you don’t have it. Older operating systems like iOS 14 and macOS Catalina were able to compress project files and then send them through iMessage (and possibly even SMS, although, I can’t say for certain). It doesn’t get a lot more complicated than that, however, it does get harder if neither party has iCloud.
